Lieutenant Garcia is a Policía La Raza officer angling for promotion to division Captain who is tasked by his fearsome el Jefe with springing Councilmember Tejada's son Shortee from the Sharper Security prison. He coordinates the failed land-rocket race diversion and Pedro Guerrera's armored assault, then attempts a hostage exchange involving Edmond. Vain, fond of Dos Equis, working from a top-floor office in the three-story Policía La Raza fortress on Rita Road, he ultimately overplays his hand and is sacrificed by his own leadership.
