El Jefe

El Jefe is the supreme leader of the Policía La Raza special operations division, a councilman-adjacent strongman whose orders to Garcia drive the entire conflict over Shortee Tejada. He communicates through a video screen in a red silk robe from a luxurious office, more concerned with covering Victor Tejada's flank than with his own men's survival. By the end of the novel he is forced under contractual indemnification rules to pay damages to Sharper Security for the unprovoked assault.
