César Rivera

Deputy Director César Rivera is a salt-and-pepper-haired CIA bureaucrat framed by mahogany panels and Central American maps, the corrupt deputy director running the radar shipment as a deniable plant for Alejandro Torres while setting up Michelle to take the blame. By the climax he strides into the Counterintelligence Ops Center to confront Michelle and Webber, only to find his cover blown.
